Post Update [06-01-2010]: as martin77s wrote in the
comments, this feature is called “All Tasks” and it also works
in Windows Vista 32 Bit.
Other ways to run this command:
1)
Typing in the run command: shell:::{ED7BA470-8E54-465E-825C-99712043E01C}
2)
Or by creating any folder name and adding the GUID number
mentioned: foldername.{ED7BA470-8E54-465E-825C-99712043E01C}

A nice and hidden feature on Windows 7, that a colleague showed me:
Create a folder on your desktop and name it: “godmode.{ED7BA470-8E54-465E-825C-99712043E01C}”
Don’t forget to remove the quotes.
